The final suspect in the Panama Unit scandal is in McAllen's federal courthouse where he case is going to trial.
Former Hidalgo County Sheriff's Office deputy Jorge Garza maintains his innocence.
So far, eight former law enforcement officials and three drug traffickers have pleaded guilty to their roles in the scandal.
The 11 suspects admitted to a conspiracy where law enforcement officers teamed up with drug traffickers to steal loads, sell them and split the profits.
Garza appeared before U.S. District Court Judge Randy Crane in McAllen for trial on Monday morning.
A jury was seated during the hearing.
Opening arguments are expected to start on Tuesday morning.
