Former deputy to continue testimony in Panama Unit scandal trial

A former South Texas deputy described by co-defendants as the ringleader of officers accused of stealing and reselling drugs is to testify for a second day in a corruption trial.

Former Hidalgo County sheriff's deputy James Phil Flores is to resume his testimony in federal court in McAllen on Thursday.

He began his testimony Wednesday against fellow former deputy Jorge Garza, who's accused of drug trafficking conspiracy.

Garza's one of nine former law enforcement officers implicated in a scheme to use their positions to steal drugs and resell them. Garza is the only one who hasn't pleaded guilty.

Garza is also accused of having been paid to guard stash houses where the stolen drugs were stored.
