Harlingen police arrested Blaine Matthew Dupuis after he allegedly drove drunk and hit a red 2005 Ford Focus.
Police were called to the 100 block W. Harrison Avenue last Thursday morning.
According to police, Dupuis' black 2007 Jeep Wrangler crashed into the back of the victim's vehicle at 501 S. IH 69E.
Dupuis then fled the scene.
The victim followed the 31-year-old westbound of Harrison Avenue.
Police said that the Harlingen resident had slurred speech, red blood-shot eyes, had difficulty with balancing and an alcohol odor emitted from his body.
Dubuis was charged with driving while intoxicated and accident involving damage.
A total bond of $4,000 was set for the 31-year-old.
