More rain slammed the Texas-Mexico border region on Thursday, posing a new threat to cities already struggling with floods along the Rio Grande due to Hurricane Alex.
Bridges are closed and low lying areas are being evacuated.

One evacuee says, "We're trying to get as much stuff out as we can." in one neighborhood row of homes threatened by the rising Rio Grande most left at four in the morning.
The City of Laredo evacuated their emergency operations center after monitoring the flooding disasters up stream.
An emergency shelter was open and so far two of the four international bridges were closed over fears the powerful currents could damage the structures.
Laredo's Mayor and a County Judge also signed a state of disaster declaration making their region eligible for state and federal emergency friends.
