Alfredo Espinosa stood quietly in handcuffs in front of a judge at the Mercedes City Jail on Friday afternoon.
He was taken into custody by Mercedes police at around 2am on Friday morning.
Officers say they witnessed the Progreso City Manager swerving wildly on the road, so they pulled him over for a traffic stop.
He had slurred speech, had the smell of alcohol on his breath, and refused to take a breathalyzer test says Investigator Ernie Gonzalez.
However, this drinking and driving charge is not this city leader TMs first rodeo. Police confirm with Action 4 News that Espinosa had been arrested for DWI four times, but was only convicted once in 2006. This is now his second conviction.
Espinosa was immediately transported to Cameron County Correctional Center after the arraignment on Friday afternoon. His bond was posted at $5,000.
No word yet on the status of his position as Progreso City Manager.
