Dozens of women's rights protestors greeted Texas Gov. Rick Perry on the UTPA campus on Tuesday morning.
Perry arrived at the Edinburg university to sign Senate Bill 24 into law.
The law merges both UTPA and UTB but also creates a medical school in the Rio Grande Valley.
Armed with signs, protestors decried Perry on women's rights and a controversial abortion bill passed by the Texas Legislature on Saturday.
Perry has pledged to sign House Bill 2 into law, placing several restrictions on abortion and doctors that perform them.
