One man has been charged after an 8-year-old special needs child made an outcry to a family member.

Jose Valente Cortina, 47, was arrested and charged with indecency with a child sexual contact last week.

According to court documents, an officer with the Mission Police Department spoke with the mother of her daughter who reported that a sexual assault had taken place back on June 12.

The mother stated that the 8-year-old made an outcry to her godmother stating that her step-dad had kissed her on the lips and placed his hand inside her pants, according to the court documents.

The mother also told police, according to documents, that she was there when her daughter spoke with someone about Cortina.

The documents stated that the mother said her daughter was a special needs child. The mother then asked Cortina to not be at her house anymore. When the mother approached Cortina about the incident, they both got into an argument.

The mother stated to police that the reason she wanted to make a report was that Cortina threatened her by saying he will take her legal papers away from her and call Immigration on her. The mother said that she reported the incident to her daughter’s school and was told to file a police report.

Then on June 27, according to court documents, the investigator of the case was told that a female child was at the front lobby of the police department wanting to speak to an officer regarding a sexual assault.

Court documents stated that the investigator learned that the child walked out of a forensic interview and was very upset. Police later spoke with the godmother who said around May 24, the child had started crying while doing homework at her house and then told her that her father was very very bad.

The documents stated that the child told police that the incident happened twice.

Bond for Cortina was set at $10,000.
